Teachers' eligibility test (TET) students end 11-day fast

RANCHI: The successful candidates of teachers' eligibility test (TET) held in July 2011 whose appointments were cancelled by the Jharkhand high court in November 2011 ended their 11-day fast on Saturday after HRD minister Baidyanath Ram met them and assured them of a solution.

The successful candidates of the examination were demonstrating at Birsa Chowk since August 28, when the monsoon session of the assembly started. Out of the total number of people demonstrating, six were fasting and three of them had to be hospitalized


Chiarperson of Jharkhand TET Successful Candidates Association, Kunda Mandal said, "We have been selected in the TET examination but we were not given appointment letters due to the mistake of the department. It is not our fault if the state does not have a TET regulation. Then why should we, who have worked hard to pass, suffer?"

After the results of TET examination were declared, the unsuccessful candidates filed a petition in the Jharkhand high court claiming that the examination conducted was unfair, following which the high court cancelled the appointment of the 8042 successful candidates. 

After the students went on fast for 11 days, Ram finally met them on Saturday and asked them to break their fast. Ram convinced the candidates that he will look into the matter and come up with a solution soon. "We will take legal help and try to find out a way to give these candidates their job," said Ram

According to the Statistics of School Education (2009-10), the total number of teachers in the country from pre-primary to senior secondary is 67.23 lakh. To meet the Pupil Teacher Ratio (PTR) norms specified under the Right of Children to Free and Compulsory Education (RTE) Act, 2009, the Government has sanctioned 8.17 lakh additional teachers posts between 2010 and 2012 under Sarva Shiksha Abhiyan (SSA) 

The Government has taken several steps for preparing and providing quality teachers. The Centrally Sponsored Scheme of Teacher Education for the XII Plan envisages establishment of District Institutes of Education and Training in all districts created upto March, 2011 and of Block Institutes of Teacher Education for expanding capacity of teacher preparation. The National Council for Teacher Education (NCTE) grants recognition to institutions for starting programmes of teacher education. Several State Governments have also taken steps to expand teacher preparation capacity. In pursuance of the RTE Act, the NCTE has laid down the minimum teacher qualifications, including the requirement of passing the Teacher Eligibility Test as an essential qualification for being eligible for appointment as a teacher. Under the Sarva Shisksha Abhiyan, financial assistance is provided to the State Governments to enable the teachers of class I-VIII not possessing the minimum qualifications to acquire the same by 2015, and for training of in-service teachers for improving quality. 

This information was given by Dr. D. Purandeswari, Minister of State for Human Resource Development in a written reply to a question in the Lok Sabha today.

रांचीः शिक्षक पात्रता परीक्षा (टीइटी) नहीं हो पाने के कारण झारखंड में प्राथमिक व मध्य विद्यालयों के लिए 45 हजार शिक्षकों की नियुक्ति नहीं पा रही है. नियुक्ति के लिए अभ्यर्थियों को शिक्षक पात्रता परीक्षा पास होना अनिवार्य है. राज्य में शिक्षा अधिकार अधिनियम वर्ष 2010 में लागू की गयी थी. अधिनियम लागू होने के दो वर्ष बाद भी शिक्षक पात्रता परीक्षा की नियमावली नहीं बनी है.

कहां फंसा है मामला : नियमावली स्थानीयता के पेच में उलझ गयी है. साल भर से शिक्षक पात्रता परीक्षा नियमावली बनाने की प्रक्रिया चल रही है, पर अब तक इसे अंतिम रूप नहीं दिया जा सका है. शिक्षा विभाग ने नियमावली का प्रस्ताव वित्त विभाग को भेजा था.
वित्त मंत्री हेमंत सोरेन यह कहते हुए प्रस्ताव वापस कर दिया कि नियमावली में स्थानीयता की प्राथमिकता को कैसे सुनिश्चत किया जायेगा, इसका उल्लेख किया जाये.

पारा शिक्षकों के पद भी खाली
मालूम हो कि राज्य के प्राथमिक व मध्य विद्यालय में सरकारी शिक्षकों के 69 हजार व पारा शिक्षक के एक लाख 20 हजार पद स्वीकृत हैं. लगभग 45 हजार सहायक शिक्षक कार्यरत हैं. सहायक शिक्षकों के लगभग 24 हजार पद खाली हैं. पारा शिक्षकों के भी लगभग 20 हजार से अधिक पद खाली हैं. कुल मिला कर प्राथमिक व मध्य विद्यालयों में शिक्षकों के 45 हजार पद रिक्त हैं.

टीइटी पास ही बनेंगे शिक्षक
राज्य में टीइटी के लिए तैयार प्रस्ताव के अनुसार, शिक्षक पात्रता परीक्षा पास अभ्यर्थी सीधे शिक्षक बनेंगे. प्राथमिक व मध्य विद्यालयों में शिक्षकों की नियुक्ति के लिए अलग से कोई परीक्षा नहीं होगी. जिलावार पैनल तैयार किया जायेगा. जिलों में उपलब्ध रिक्त सीटों के अनुरूप सफल अभ्यर्थियों का इंटरव्यू होगा. नियुक्ति के लिए जिलावार आरक्षण रोस्टर का पालन किया जायेगा.

हाइकोर्ट ने दिया था निर्देश
शिक्षक पात्रता परीक्षा नहीं होने के कारण गत वर्ष प्राथमिक शिक्षक के लिए चयनित 10042 शिक्षकों की नियुक्ति रद्द हो गयी थी. प्रक्रिया पूरी नहीं होने के कारण झारखंड हाइकोर्ट ने पूरी नियुक्ति प्रक्रिया को निरस्त कर दिया था. कोर्ट ने एक वर्ष के अंदर शिक्षकों की नियुक्ति का निर्देश विभाग को दिया था.

अब तक मात्र 11 हजार शिक्षकों की नियुक्ति
अलग राज्य के गठन के बाद अब तक मात्र 11 हजार प्राथमिक शिक्षकों की नियुक्ति हो पायी है. वर्ष 2004 में लगभग 10 हजार व वर्ष 2008 में 491 प्राथमिक शिक्षक बहाल किये गये थे.

कार्मिक की राय के साथ प्रस्ताव फिर वित्त को
शिक्षा विभाग ने टीइटी नियमावली का प्रस्ताव फिर से वित्त विभाग को भेज दिया है. इस बार कार्मिक विभाग की राय प्राप्त कर प्रस्ताव भेजा गया है. वित्त विभाग की मंजूरी के बाद प्रस्ताव को कैबिनेट में रखा जायेगा.
राज्य में स्थानीयता की नीति निर्धारण के लिए कमेटी गठित है. स्थानीय नीति बनने के बाद राज्य के लोगों को इसके प्रावधान के अनुरूप प्राथमिकता दी जायेगी. शिक्षक पात्रता परीक्षा नियमावली में विभाग ने अपने स्तर से स्थानीय लोगों को प्राथमिकता देने की व्यवस्था की है. इसके तहत आवासीय प्रमाण पत्र, क्षेत्रीय व जनजातीय भाषा की व्यवस्था लागू की गयी है.

बिहार में दो बार हो चुकी है टीइटी परीक्षा
शिक्षा अधिकार अधिनियम लागू होने के बाद सीबीएसइ ने तीन बार व बिहार में दो बार शिक्षक पात्रता परीक्षा हो चुकी है. बिहार में प्राथमिक व मध्य विद्यालयों में शिक्षकों की नियुक्ति हो रही है.

रांची : राज्य में शिक्षक पात्रता परीक्षा (टीइटी) पास अभ्यर्थी अब सीधे शिक्षक बनेंगे. उन्हें शिक्षक नियुक्ति के लिए अलग से परीक्षा नहीं देनी होगी. कार्मिक प्रशासनिक सुधार विभाग ने शिक्षा विभाग द्वारा बनायी गयी नयी शिक्षक नियुक्ति नियमावली को मंजूरी दे दी है.
मानव संसाधन विकास विभाग नयी नियमावली को कैबिनेट की बैठक में रखने की तैयारी कर रहा है. राज्य में प्राथमिक व मध्य विद्यालयों में सहायक व पारा शिक्षकों के लगभग 40 हजार पद रिक्त हैं. उर्दू शिक्षकों के भी चार हजार पद खाली हैं.

शिक्षा अधिकार अधिनियम लागू होने के बाद से प्राथमिक शिक्षक नियुक्ति के अभ्यर्थियों का शिक्षक पात्रता परीक्षा पास होना अनिवार्य हो गया है. राज्य में अब तक एक भी टीइटी परीक्षा नहीं हुई है.
- जिलावार बनेगा पैनल

शिक्षक पात्रता परीक्षा पास विद्यार्थियों का जिलावार पैनल बनाया जायेगा. जिलों में रिक्त सीट के अनुरूप सफल अभ्यर्थियों का इंटरव्यू होगा. नियुक्ति के लिए जिलावार आरक्षण रोस्टर का पालन किया जायेगा. पैनल में से मेरिट के आधार पर नियुक्ति की जायेगी.

- अंक के आधार पर वेटेज
शिक्षक पात्रता परीक्षा में सफल अभ्यर्थियों के टीइटी के अंक के अलावा मैट्रिक, इंटर व स्नातक में प्राप्त अंक को देखा जायेगा. शिक्षक नियुक्ति के लिए निर्धारित योग्यता के तहत आनेवाली सभी परीक्षाओं के अंक पर विद्यार्थी को वेटेज मिलेगा. मैट्रिक, इंटर व स्नातक प्राप्तांक के लिए अलग-अलग वेटेज अंक तय किये गये हैं.
- प्राथमिक शिक्षकों के 40 हजार पद हैं खाली
- उर्दू शिक्षकों के भी चार हजार पद रिक्त हैं
- कैबिनेट की बैठक में रखी जायेगी नयी नियमावली
- मैट्रिक से स्नातक
- तक के प्राप्तांक पर मिलेगा वेटेज
- अब तक एक भी टीइटी परीक्षा नहीं हो सकी है

- पहले क्या था प्रावधान
राज्य में प्राथमिक शिक्षक नियुक्ति के लिए अब तक दो परीक्षाएं लेने की व्यवस्था थी. इसमें कहा गया था कि पहले 100 अंकों की प्रारंभिक परीक्षा (50 अंक के सामान्य ज्ञान व 50 अंक के जनजातीय व क्षेत्रीय भाषा) होगी. प्रारंभिक परीक्षा में सफल विद्यार्थी ही मुख्य परीक्षा में शामिल हो सकते थे. मुख्य परीक्षा 300 अंकों की होनी थी.

नव उत्क्रमित विद्यालयों के लिए सहायक शिक्षक भर्ती परीक्षा 23 मई को होगी। इसके लिए आवश्यक तैयारियां पूरी कर ली गई हैं। परीक्षा के दौरान स्नातक स्तर के सवाल पूछे जाएंगे। परीक्षा के पहले पाठ्यक्रम घोषित न होने को लेकर छात्रों में असमंजस की स्थिति बरकरार थी। पत्रकारों से बातचीत में जैक सचिव ने कहा कि परीक्षा का प्रश्नपत्र पूर्व में घोषित मॉडल के अनुरूप ही होगा। पहला प्रश्नपत्र आब्जेक्टिव तथा दूसरा सब्जेक्टिव होगा।
